Modern boilers have redundant safeties that are not controlled by the PLCs but independantly based on pressure and temperature. To make them fail you would have to physically come to the boiler and smash it with a hammer. The report is BS. There is no epic traffic jam. The report is gossip on it's third or fourth trip around the world. It started with a Chinese blogger who has a grudge and the media picked up on it and ran with it without ever checking any facts.
The last "epic traffic jam" the msm reported on in China turned out to be just another media fraud. What makes anyone think this report is any different? The speed at the edge would be almost 210 mph. That could be reduced to 650 ft in diameter but the rotational speed would be 3 rpm. That can produce dizziness and nausea and is difficult to adjust to. The centrifuge in the fictional ship Discovery in 2001, A Space Odyssey, was way to small and if it was spinning fast enough to produce even 1/2 g it would have made the astronauts walk like they were dizzy as a California liberal. Remember, in a centrifuge not only are you being thrown out from the center, your head is also turning in a circle. The inner ear fluid is always lagging behind your movements more than it normally does.
