Here's the real problem. In the USA there are not enough white children to be adopted by white families. There are literally tons of black and brown children languishing in USA and no one wants to adopt them. Black and brown people are not adopting the black and brown children. There are some whites that will adopt black and brown children but it's not enough. White children are easier to get in Russia, so people are going there to get them.
