Charging users based on a volume usage factor might be coming down the pike soon if broadband pipes begin to fill. I really don't know when that pipe filling will happen but do know that the ability of ISPs to filter down volume is kind of limited for now. Paying for low range broadband service kind of means, currently, getting whatever the pipe allows when accessed. And, that might be the issue, problem, for ISPs right now.
