Some departments are using smaller, cheaper, slower helos that could never even catch a race spec bike in a straight line with a 25 knot tailwind. The ease with which you can get away if you are well equipped an know how to ride means we definitely need stiffer penalties for evading on motorcycles. The trade-off is a motorcycle is less likely to be deadly to an innocent bystander, and a bad/drunk rider is most likely to kill only themselves in any wreck.
