Where will the qualified personnel come from? Does the city have a war chest ready to tempt current Xcel Employee's to work for the Muni?
Despite what one thinks of Xcel on the corporate level, the boots on the ground people are very competent.

Xcel had it fixed in 30-40 mins.... I can only guess how long the span would have been with the Muni in charge.
