Yes, but as mentioned above these rankings only take into consideration achievements from 1500m upwards, so Kazankina's 800m achievements aren't taken into consideration.

Athletes with a B standard only compete in three rounds too, just like athletes with the A standard. It is the athletes who do not have either an A or B standard (representing countries who are permitted to enter one unqualified athlete in one event, as per the IAAF rule) who will compete in the preliminary round.
