I&amp;#039;m quite sure that neither Doug LaMalfa nor Jim Nielsen voted for the cut, but our State is so hopelessly gerrymandered in favor of the Dimocrats right now that we have no hope for sane government anyhow.    How about cutting services to illegal aliens? Oh no, can&amp;#039;t possibly do that - it wouldn&amp;#039;t be &amp;quot;PC&amp;quot;. </description>

<description>As I understand it, come the first of the year, the rice farmers will no longer be able to disc the straw under as an alternative to the burning of years ago. Sounds like they have something of a problem, and if they can get $15 a ton, they might want to see if the $35/ton figure could be trimmed somewhat? Necessity is the mother of invention, or some such. Why is what someone did BEFORE they signed a contract an issue now? Perhaps you might consider verifying whether he is in fact &amp;quot;working for both&amp;quot; BEFORE tossing the rock? </description>

<description>More bleeding heart baloney. How much is it costing us to keep trash like Richard Allen Davis, Sirhan Sirhan, Charles Manson, etc. alive? Most violent criminals are young, or middle-aged. Why should we support them for 50 or 60 years? Shorten the time limit for appeal, or limit the number of appeals. People say that penalties are not deterrents to bad behavior - I say that is total idiocy. Who wouldn&amp;#039;t run amuck if there wasn&amp;#039;t at least some slight possibility of having to pay for it?  </description>

<description>The weather was great, the sponsors worked very hard, and the participants were most enthusiastic, but the public seemed to be lacking. Colusa seems to sometimes just roll up and die on the weekends. Too bad.  Also, speculation is circulating as to why, out of approximately 25 signed-up vendors, only approximately six, actually showed up, which is, statistically, WAY WAY above coincidence. A &amp;quot;blue flu&amp;quot; perhaps? Was there some &amp;quot;behind the scenes&amp;quot; coercion applied, perhaps by way of a last-minute effort to shut the event down over an alleged/perceived lack of security? Did someone underhandedly obtain a copy of the vendor&amp;#039;s list, and perhaps suggest to them that they reconsider attending, using the (ultimately fallacious) threat that there would not be any security?  If so, what organization, or individual, would stand to gain? I think the community deserves to know. </description>

<description>Water first, sewer later. What is the County doing for WR now? Squat. Clearly, WR is more &amp;quot;city&amp;quot; than &amp;quot;county&amp;quot; anyhow.   Only makes sense to combine systems - and theirs&amp;#039; is about to fail. What will that cost? Who will benefit? Would you rather have the City pay a substantial markup on someone else (and the present owner has a TERRIBLE track record) fixing it, or doing it themselves, at cost? WR (rightly) cannot tie into CIP; so, the city hookup IS going to happen. Initial cost of water hookup is not onerous, but cannot be implemented until annexation is complete.    Deal with it, and move on to something else. </description>

<description>Personally, I believe that it is inefficient and counter-productive to have individuals below council level be essentially independent, and technically not directly answerable to the council. In other words, such people should be employees, not elected officials.  Further, while a &amp;quot;city clerk&amp;quot; (or another person to perform those duties) is indispensable, the independent office of treasurer is, IMHO, completely superfluous in such a small community.   I&amp;#039;d recommend that office to also be made appointive, or be abandoned entirely, upon the retirement (or decision not to seek reelection) of the present officeholder. </description>

While you were quoting the article - why did you omit the sentence wherein it was stated that the costs would be recovered. THAT is the price which WR residents will pay for annexation.  It will be far less than solving &amp;quot;their&amp;quot; problem alone, and, they&amp;#039;ll then be on the city tax rolls for future revenue generation.    Further, it seems clear that the council is sufficiently versed in Mr. Fortino&amp;#039;s MO (selling clapped-out systems to suckers) such that his attempted end run will be stopped well behind the line.     Why perpetuate ANOTHER separate water system? Score one for the Council and CM! </description>
