Consolidation sounds good, but this type of arrangement decreases accountability and responsibility. The group should be organized and run by one agency, city or county, if the other jurisdictions want to participate then they can purchase the use at whatever prices are established. Do not create another board answerable to no one.

1) Taxes in Cedar Rapids do not pay for the services most citizens desire.
2) Prosser required department heads to figure out ways to increase revenues without raising property taxes.
3) If people paid for the services they consume, there would be no redlight cameras.
