I'll try to explain... Apply the logic concerning felons and the right to bear arms. There is a reason it is criminal for them to do so. They are deemed to be unsafe in our culture/community. We apply different standards to known deviants, vs. how we treat the average law abiding citizen. This is called discriminate profiling. It is a very basic function of the human survival rationale.
