As far as an obligation to invite large numbers of immigrants being part of the problem, I think we have a fundamental difference in how we view immigrants. I don't believe that I'm any better than someone who is new to this country. I just have a head start. It sounds like you believe that everyone that comes here is uneducated and impoverished. It sounds like you're making the assumption that all or a majority of immigrants who come to the US are unskilled laborers trying to milk the system. That's simply not true. When talking about illegal immigrants, you'd probably be right, but not when talking about legal immigrants. But even with your original incorrect assumption you're also assuming that a laborer can make a living, send money home and have enough left over to go through the immigration process. It's a very expensive process and I highly doubt someone in that situation can scrape together the money to make that work. While they might sound good, they're not very realistic. Also, most of them are already in place even if they are not being enforced. For example, #2 & #4 are in direct conflict with each other. What better way to know if someone will become a ward of the state than to have family members already in the US. That structure will give them a better possibility of being successful. As it stands now, a family member must submit an I-864 Affidavit of Support to affirm that you will support said family member and assume all damages if that family member becomes a public charge. Also, if the person inside the US is a criminal, they are not likely to apply for family members due to the increased visibility to law enforcement, but if they do you can make a good assumption that the proposed immigrant will have problems also.
