Growing up in my community, everyone was expected to work hard in school and plan on continued education after high school. My parents didn't have to check my homework because we were expected to perform and excel. This was the attitude of the community in my town in northern Minnesota. Now parents send their kids to school for babysitting. Money spent on education is put into the next new program, and not into the classrooms. The problem with vouchers is that is does nothing to improve the personality of the community, and if you can transfer your tax dollars to any school you want to send your kids, why can't a person with no children ask for their tax money back or designate it to another cause. Change the direction and attitude of the country. Vouchers are too little and they do not improve the overall system.
