It would be ideal to replace all damaged pavement with concrete material because of its long term performance, but it is an expensive material. The condition of the existing freeway pavement at the northern portion of the project (Diablo to Rudgear) has deteriorated to the point where it is no longer feasible to consider extensive concrete replacement because of the cost. The recommendation is to crack the existing concrete pavement to provide a suitable foundation for the rubberized asphalt overlay.
The condition of the existing concrete freeway pavement is significantly better at the southern portion of the project (Alcosta to Diablo) and it is cost effective to do spot replacement of damaged pavement slabs with concrete material.
