It's a bad idea but not because newspapers are for lining birdcages. A newspaper that isn't allowed to print opinions defeats the free news objective and isn't worthy of reading. There's political power behind the printed word, especially on a local level. Without that visible and sometimes constant pressure the legislature might never get it right.
