It's a throwaway line, but according to Walter and September, the timeline isn't 100% reset, it's just changed from 2015 and onwards. Everything that happens, up until the picnic that Peter and Olivia had with Etta playing in the park, is exactly the same - including their encounters with Observers leading up to that point. At 2015, however, all possible futures including Observers disappear, and so does Walter.
