Seems to me the easy fix for this problem is to audit/examine his unemployment account. In order to receive unemployment compensation you have to agree and conform to a number of conditions. Something tells me that since this guy is on the run he is not complying with the most basic condtions....which is actively looking for work and being available to work. Should be fairly easy to verify that. Did he attend the "looking for work" seminar at the unemployment office? Can he provide a list of employer's he contacted about employment? Couple of phone calls should suffice.

I'm not sure what this directive really accomplishes. You still have to have a valid drivers license to operate a motor vehicle in Oregon....correct? If that is no longer the case then hell, I'm not going to renew my license and save me a few bucks. I'll just keep my old one which will still have a record with DMV or I'll make up a card from the Republic of Boobanistan that says I'm John Q Public.

You can complain all you want about ODS. However, if ODS is the plan your employer provides what are you going to do? Quit your job and find another plan? In the end it's all about the Benjamin's. ODS will weather the storm and then come up with some slick feel good marketing campaign and you will all forget about this BS.
