No they aren't. The owner can access cost free any day. Beyond that they can take their on leash dog free of charge whenever they like. If however, they would like to exercise the privilege of having their dog off-leash (something not offered in 99% of other comparable areas) then they have an extra fee to pay to off-set the cost their activity has on the resources and the management of it.
